- 1/4 cup sliced green onions (for garnish)

Cooking Instructions
- Prepare the Beef: In a bowl, marinate the beef with soy sauce, oyster sauce, cornstarch, and black pepper. Let it sit for 10 minutes.
- Cook the Beef: Heat vegetable oil in a skillet or wok over high heat. Stir-fry the beef in batches until browned and cooked through, about 2-3 minutes. Remove and set aside.
- Make the Sauce: In a small bowl, whisk together the soy sauce, hoisin sauce, rice vinegar, sugar, and cornstarch slurry. Set aside.
- Stir-Fry the Vegetables: In the same skillet, add 1 tablespoon of oil. Add garlic and ginger, sauté for 30 seconds until fragrant. Add the bell peppers and carrot, stir-fry for 3-4 minutes until slightly tender.
- Combine and Sauce: Return the cooked beef to the skillet with the vegetables. Pour the prepared sauce over everything and stir-fry for another 1-2 minutes until the sauce thickens and coats the beef and vegetables.
- Serve: Garnish with green onions and sesame seeds. Serve hot with steamed rice or noodles.
